Resolution on the National Emblem of the Republic of Tajikistan

1. The National Emblem of the Republic of Tajikistan is a symbol of the state sovereignty of the Republic of Tajikistan.
2. The National Emblem of the Republic of Tajikistan is a representation of a styled crown and a semi-circle of seven stars above it, in the rays of sun rising from behind mountains covered with snow. The semi-circle is nimbed by a diadem consisting, on the right, of wheat spikes, and on the left, of cotton branches with opened bolls. Above, the diadem is woven by a three-color band; the lower part occupied by an open book on a holder.
Colors of the National Emblem are as follows: the crown, the sun, the mountains, the spikes, the book and the holder are golden; cotton footstalks and leaves are green; the band colors are red, white and green; the book cover is red.
The National Emblem is placed on:
a) the buildings of the official residence of President of the Republic of Tajikistan, the Government of the Republic of Tajikistan, ministries and state committees of the Republic of Tajikistan; buildings of the Majlises of the people’s delegates of the Gorno Badakhshan Autonomous Oblast, other oblasts, the city of Dushanbe, cities and districts, local executive administration (hukumats), self-governance bodies in towns and villages (jamoats), courts, prosecution offices of the Republic of Tajikistan; on the buildings of diplomatic and consular missions, and trade representative offices of the Republic of Tajikistan abroad;
b) in the convention halls of President of the Republic of Tajikistan, Majlisi Oli of the Republic of Tajikistan, Presidium of the Majlisi Oli of the Republic of Tajikistan; majlises of the people’s delegates of Gorno Badakhshan Autonomous Oblast, other oblasts, the city of Dushanbe, cities and districts, local executive administration (hukumats), convention halls of the self-governance bodies in towns and villages (jamoats), and also in the offices of President of the Republic of Tajikistan, Chairman of Majlisi Oli and Prime Minister of the Republic of Tajikistan, representatives of Gorno Badakhshan Autonomous Oblast, other oblasts, the city of Dushanbe, cities and districts, and in court-rooms of the Republic of Tajikistan, in offices of the civil registration acts as well as the offices of the inaugurate registration of births and marriages;
c) on the stamps and letter-heads of the documents of the President of the Republic of Tajikistan; Majlisi Oli of the Republic of Tajikistan, Presidium of the Majlisi Oli of the Republic of Tajikistan, Government of the Republic of Tajikistan, ministries and state committees of the Republic of Tajikistan; majlises of the people’s delegates of Gorno Badakhshan Autonomous Oblast, other oblasts, the city of Dushanbe, cities and districts, local executive administration (hukumats), self-governance bodies of towns and villages (jamoats), courts, prosecution institutions of the Republic of Tajikistan, state notarial offices, civil registration acts offices of the Republic of Tajikistan, and also republican enterprises, institutions and organizations that by laws of the Republic of Tajikistan are entitled the right to represent the emblem on stamps and letter-heads;
d) on official publications of Majlisi Oli of the Republic of Tajikistan, Presidium of Majlisi Oli of the Republic of Tajikistan and Government of the Republic of Tajikistan;
 e) on a passport of the citizen of the Republic of Tajikistan, and also on the diplomatic and other international passports issued to citizens of the Republic of Tajikistan;
f) at the border poles established at the State border of the Republic of Tajikistan.
The Law of the Republic of Tajikistan foresees other events of obligatory representation of the National Emblem of the Republic of Tajikistan.
Only President of the Republic of Tajikistan can administer the right to use the National Emblem of the Republic of Tajikistan by enterprises, institutions and organizations not enlisted in the following Resolution.
3. Representation of the National Emblem of the Republic of Tajikistan, despite its size, should always strictly correspond to the standards of its colored, black and white, and dimensional depiction attached to the present Resolution.
4. The procedures of the National Emblem production and copying; use, preservation and elimination of stamps depicting the National Emblem are established by the Government of the Republic of Tajikistan.
5. Persons guilty in an insult to the National Emblem of the Republic of Tajikistan are accountable in accordance with the Law of the Republic of Tajikistan.

Resolution
on the National Flag of the Republic of Tajikistan

  1. The National Flag of the Republic of Tajikistan is a symbol of the national sovereignty of the Republic of Tajikistan.
  2. The National Flag represents a square banner with the three colored stripes on it: the upper stripe is red and is as wide as the lower green one. The stripe in the middle is white and is one and a half wider than the other two. Half way from the flag post, the white stripe represents a styled crown in gold and a semi-circle of seven stars above it. The proportion of the flag’s width to its length is 1:2.
The crown and the stars are part of the square; the vertical sides of the square are 0.8 and the horizontal sides of it are 1.0 of the white stripe. The mullets are located in a circle with the diameter of 0.15 making a bend with a radius of 0.5 of the white strip width.
The crown as high as 0.55 of the white strip width, is bending down at its basement. Four bent like elements that form the upper part of the crown are domed in the center by part of the circle with the diameter of 0.2 of the white strip width.
  3. The National Flag of the Republic of Tajikistan is raised:
 On the buildings of the official residence of President of the Republic of Tajikistan, Majlisi Oli of the Republic of Tajikistan, Government of the Republic of Tajikistan, courts of the Republic of Tajikistan, local executive administration (khukumats), self-governance bodies of towns and villages (djamoats);
 On the buildings where sessions of Majlisi Oli of the Republic of Tajikistan take place, or sessions of majlises of the people’s delegates of Gorno Badakhshan Autonomous Oblast, other oblasts’, cities’, and districts’ majlises of people’s delegates — for the whole period of the session; in case of representative meetings (of djamoats) — for the whole period of the meeting.
 On the buildings of ministries, state committees and institutions, other national bodies of the Republic of Tajikistan, enterprises, institutions and organizations, public associations and organizations, on apartment houses — on the days of national holidays and other memorable dates defined by the law of the Republic of Tajikistan;
 On the buildings and vehicles of the diplomatic and consular missions, and also on the buildings of trade representative offices of the Republic of Tajikistan abroad, on vehicles with President of the Republic of Tajikistan, Chairman of the Majlisi Oli of the Republic of Tajikistan, Prime Minister of the Republic of Tajikistan and other officials, and in accordance with the procedure defined by the Government of the Republic of Tajikistan;
 At ballot stations — on election and referendum days;
 In courts of the Republic of Tajikistan;
 At military units — in accordance with the military statute;
 At border units and entry points (customs) of the State border of the Republic of Tajikistan;
 At the resolution of President of the Republic of Tajikistan, Presidium of the Majlisi Oli of the Republic of Tajikistan or the Government of the Republic of Tajikistan, the National Flag can also be raised at the ceremonies and other formal events held by the national authorities.
4. The National Flag of the Republic of Tajikistan is stationed in the convention halls of President of the Republic of Tajikistan, Majlisi Oli of the Republic of Tajikistan, local executive administration offices (khukumats), and also in the offices of President of the Republic of Tajikistan, Chairman of the Majlisi Oli of the Republic of Tajikistan, Prime Minister of the Republic of Tajikistan, chairpersons of Gorno Bdakhshan Autonomous Oblast, other oblasts, the city of Dushanbe, cities, districts, and in the reception offices of the people’s delegates of the Republic of Tajikistan.
5. At the decision of President of the Republic of Tajikistan, Presidium of Majlisi Oli of the Republic of Tajikistan or the Government of the Republic of Tajikistan, the National Flag can be raised at the time of mourning draped in black. In this case, a black band is attached to the flag’s pole, with the ends of the band reaching down to the lower part of the flag. During the mourning period, the flag is raised at the flagpole at one third of the pole length.
6. The National Flag is represented on aircrafts registered in the Republic of Tajikistan.
7. The National Flag can be permanently represented at recreation places, parks, alleys, residential buildings and other places. The National Flag should be represented as a national and state symbol in a manner not conveying disrespect to the National Flag of the Republic of Tajikistan.
8. The National Flag and its representation, despite the size, should always strictly correspond to its colored prototype and schematic depiction attached to the present Resolution.
9. Persons guilty of an insult to the National Flag are responsible in accordance with the Law of the Republic of Tajikistan.
10. The procedure of manufacturing the depiction of the National Flag is approved by the Government of the Republic of Tajikistan.
Resolution
on the National Anthem of the Republic of Tajikistan
1. The National Anthem of the Republic of Tajikistan, as a symbol of the statehood of a sovereign, democratic, legal state, is an exponent of the inviolability of the friendship and brotherhood of all the peoples and nationalities of the country. It is a sacred duty of every citizen to duly respect the Law «On the National Anthem of the Republic of Tajikistan».
2. The National Anthem is performed:
 At the opening and the closing sessions of Majlisi Oli of the Republic of Tajikistan, sessions of the people’s delegates of Gorno Badakhshan Autonomous Oblast, other oblasts, cities and districts, at the formal meetings and other events, jubilee meetings declared by law as national and republican.
 At the beginning of the TV and radio broadcasting of the programs devoted to the national holidays: January 1 — New Year; March 8 — International Women’s Day; March 21-22 — Idi Navruz; September 9 — Independence Day of the Republic of Tajikistan; November 6 — Constitution Day.
 Daily, at the beginning and closing of the national radio broadcasting.
 At convening jubilee and other formal ceremonies held by the state institutions, public associations, enterprises, offices and collectives in accordance with the decision of the Government of the Republic of Tajikistan.
 At the formal opening ceremonies of monuments, sculptures, memorial desks and other similar building structures; celebrations of the most important national and state events relating to the history of the people; in honor of the famous political, state and military figures, national heroes, prominent representatives of science, literature and culture.
 At the conferment ceremonies of Gorno Badakhshan Autonomous Oblast, other oblasts, districts, cities, regions, enterprises, institutions and organizations.
 At the National Flag raising ceremony and other formal events held by the state and public associations, institutions and enterprises.
 At the welcome and departure ceremonies of heads of states and governments of other countries on a formal visit to our country, and after the performance of the National Anthem of the visiting country.
 The National Anthem is performed by an orchestra, a choir and an orchestra, or by other voice and instrumentalist orchestra. A taped performance is also allowed on these occasions. In case of a voice performance of the National Anthem of the Republic of Tajikistan, instrumental part is performed continuously; in an instrumental performance — the beginning of the Anthem is performed with the single refrain performance.
The text of the National Hymn should be exact and should correspond to the words and music as stated in the Law of the Republic of Tajikistan «On the National Anthem of the Republic of Tajikistan» ratified on September 7, 1994 by the Supreme Council of the Republic of Tajikistan.
 Participants of conventional events are standing when listening to National Anthem.
