Priorities of the presidency of the Republic of Tajikistan in the Shanghai Cooperation Organization for 2020-2021
The slogan of Tajikistan’s presidency in the SCO:
“20 years of the SCO: Cooperation for Stability and Prosperity”.
In pursuance of progressive and dynamic development of cooperation within the SCO and assistance in further strengthening and enhancing its international prominence, the priority areas of Tajikistan’s presidency in the Organization in 2020-2021 will be aimed at implementing the following tasks:
Pursuance of constructive policy
— Assistance in deepening good-neighborliness, friendship and cooperation between the SCO member states.
— Contribution to strengthening internal consolidation, coordination of positions on regional and international issues affecting the interests of the Organization.
Maintaining peace, security and stability
— Enhancement of practical cooperation in the fight against terrorism, separatism and extremism, drug trafficking, cybercrime, the spread of radical ideology and cross-border organized crime.
— Promotion of the issue of creating a separate anti-drug body of the SCO in order to mobilize forces and means into a single body to effectively counter illicit drug trafficking.
— Development of cooperation between border services and conduct a joint border operation.
— Reinforcement of cooperation between the defense administrations of the SCO member states.
In the economic sphere
— Adoption of joint measures to overcome the socio-economic, financial and food consequences of the novel coronavirus pandemic in the region.
— Implementation of the updated Program of multilateral trade and economic cooperation, as well as the creation of new mechanisms of interaction in accordance with the mentioned Program.
— Continuance of the search for common approaches to the formation of financial support mechanisms for the SCO project activities.
— Advancement and expansion of cooperation in trade, financial, investment, transport, energy, agricultural and food security areas, as well as in the field of small and medium-sized entrepreneurship.
— Arrangement of events related to economy. Disclosure of the capacities of the Business Council and the SCO Interbank Association. Assistance in strengthening interregional ties.
In the humanitarian sphere
— Development of cooperation in the spheres of justice, education, culture, science, cinematography, sports, and tourism.
— Promotion of the deepening of interaction in the field of health care, sanitary and epidemiological well-being, prevention and elimination of emergency situations, organization of joint exercises, as well as environmental protection.
— Furtherance of interaction among the fields of gender equality, the media and youth, including through the creation of new mechanisms of collaboration in this direction.
International Positioning
— Continuation of the practice of holding high-level joint events on cooperation between the SCO and the UN.
— Assistance in the adoption of the next UN General Assembly Resolution entitled “Cooperation between the United Nations and the Shanghai Cooperation Organization”.
— Facilitation of the proactive involvement of observer states and dialogue partners in the activities of the SCO, including holding a meeting of the national coordinators of the SCO member states with authorized representatives of the foreign ministries of the observer states and dialogue partners.
— Enhancement of the capacity of the SCO-Afghanistan Contact Group.
— Assistance in the development of practical cooperation between the SCO and regional partner organizations.
— Continuance of the practice of formalizing relations and adopting joint action plans of the SCO with specialized UN agencies and other international organizations.
